It is noted on this document that it is all about Ministerial steers and not actually the law. Why is it that the Agency is based on the Morals ( your children need to be paid for.)

Lets look at this another way, despite numerous attempts to request evidence of these so called arrears or debt as they like to call it, they are unable to produce them, why????? because no such debt exists. It is a mere calculation made up on paper, yes paper only, no funds have been paid out by the Agency,s o where is the debt?
