I don't know my wife's bank details so I can't setup child maintenance payments. I spoke to CM to explain the situation and they said they would contact her.
I received a further letter from CM and im worried that i will get a fine.

what did further letter from CMS state? ask them to get your ex's bank details and pass to you. My experience is you have to be pro-active with them and keep chasing up with them. if they give you bank details say in few months time, then they will put you into few months arrears, and your monthly payments will be higher because of that.

No. You have to comply with deadlines. They have to comply with to. Don't be afraid to stand-up for your rights. Copying the top boss (Arlene) will make them work by the book and stop the abuse. They will contact the RP. If she doesn't reply, they will close the case. Don't use the phone as there is no proof of the communications. Use regular mail and the portal. Your ex is not giving the details as she wants you to be charged the additional 20% fee on top of the child maintenance payments. It is a way of control they have to punish you. Don't accept to be put in collect and pay as you have followed the rules. You have to be firm.
At the very least, put the amount into a savings account each month, that way if you are asked for the money in a few months, then you have it ready and won't go into arrears.
