Given that SS rang you I doubt the court would have an issue with you acting in the best interest of your child.
I would say keep her, and file the C100. Make it urgent.
Your daughter is 7, she has a say but her view won't dictate this. You need to be firm and purposeful - be frank with the court and tell them that you had to do this because SS rang you and told about the drug abuse.

Do you have a court order in place already? Also is your child with you now?
No court order in place, and yes my child is with me now. I am named on the birth certificate.
