Old and New Rules for assessment

In March of this year I received a letter from the CSA advising that my ex had decided to close the case and that no more monies would be taken. My instant reaction was that she was up to something but couldn't think what.
I have now received a letter advising that I will be re-assessed under the 'New Rules' of calculating maintenance despite having been told on numerous occasions previously that this couldn't happen (I have been paying maintenance for the last 11 years)
Has anyone else had this or does anyone kow if this can be done?
Having looked at the calculators for maintenance monies I will be made to pay an additional £275/month which I can't afford to pay based on my current income, mortgage and other usual outgoings.
