csa told me my case was closed in 2010 i owe nothing ..a cheque sent back to me for 7 pounds odd pence Now case is reopened IN 2019 saying i owe £5,400 can any one advise me how this works ....
THEY even sent an attachment to my earnings then retracted it ??

Best thing to do is ring CMS and ask for a proper explanation. How old are your kids?
Do you have the original letter by any chance? If not, you could ask for a subject access request from them - that will take a while, but will hopefully give you copies of the correspondence. I'd also go and speak to your local MP and ask if he/she can write the the CMS to raise a complaint.
