My ex is buying a house with her new partner after only 3 months of seeing each other.
I dont know the fella niether does my daugther really except a few times of meeting her.
I feel i should do something for the safety and well being of my 5 year old daugther as this seems really rushed desicion to me.

I'm not sure about this, it you could call your local police and ask them for clarification. Here's a link to some info about Sarah's law, which might be helpful for you.
Have you tried talking to the mother, if that's not possible, perhaps mediation might be something to consider the try and discuss your concerns.
