Me and my wife not on talking terms and I want to establish contact with my kids. I live outside UK my both children are under 3 years old. I want to play an active role in children life.

Without a court order all you can do is talk with your ex, if you can do this independently then great, if not you would need to go through mediation, being outside of the UK will make this difficult.
If you are able to use mediation and you can't meet an agreement then you can apply to the courts.

How can I get Court Orders? Do I have to go through Mediation first? My understanding is I have to go through a Mediation Services (Which is over £100). After then I can contact court.

If you’re able to travel back and forth to the UK then mediation may be an option for you. In that case it would a good idea to contact mediation services near to where your children live and see what can be achieved.
If mediation fails, an application to court would be the next step.
Doesn't court wants applicant to go through mediation service first?
If you were resident in this country, yes they do, but as you live abroad you may be able to circumvent that rule.
