It seems to me that making children wait until they're 18 just makes it exciting - I remember the thrill we got of going in the 'offie' to buy some when we were underage. In France and Spain (and elsewhere in Europe, I expect) they introduce children to watered down a lot earlier so it's no big deal to them.
